Innovation takes center stage at FORUM PA 2025

Forum PA concluded today, an event that focused on the integration of people, advanced technologies, and collaborative relationships, highlighting how these elements can transform the public sector into a true engine of growth and innovation for the country.

The Almawave Group participated with a seminar that featured direct dialogue among key public institutions, offering concrete insights and strategic visions for the future of Public Administration.

“For years, Almawave has supported public administrations in their digital transformation, with a focus on data quality, open data, and the semantic web. Through projects developed in collaboration with ISTAT, INAIL, INPS, and work on NDC and PDND, we are bridging the gap between platforms, making APIs semantically interoperable,” emphasizes Silvia Mazzini, Competence Team Leader at Almawave.

“The role of PDND is central to the digital ecosystem of Public Administration: it does not own data but enables secure and legitimate exchange between institutions. Semantics is the missing piece today to ensure not only data accuracy but also its automatic and coherent interpretation across different entities,” says Marco Cipri, Head of Interoperability at PagoPA S.p.A.

“Semantics in data is key to clear information exchange among public institutions. With support from Istat and collaboration with ministries and administrations, we help entities model data, describe contexts and regulations, and develop tools to improve quality and understanding,” says Claudia Cristina Pollina, Service Design Expert at the Department for Digital Transformation.

“Semantic interoperability is not just technical: it’s a combination of solutions and infrastructures that enable smooth and understandable data exchange between public administrations, citizens, and businesses,” comments Roberta Radini, Senior Researcher at Istat.

“INPS has initiated a strategic transformation, valuing data as a public asset in a context where AI is increasingly relevant. The goal is to unlock the Institute’s information potential for the benefit of the community,” states Andrea Cigliano, IT Manager at INPS.

“In our project, we focused on the ability to communicate with a shared vocabulary. An information asset is useless if it’s not accessible and understandable — semantics is the key. In this context, we are using an Almawave solution. However, it’s crucial to highlight: tools alone are not enough — quality data is essential,” comments Francesco Saverio Colasuonno, Head of Data & Analytics Office at INAIL, the National Institute for Insurance against Accidents at Work.

“Ontologies do not just describe data — they form a semantic layer that enables governance, quality, security, and interoperability, allowing simple and standardized access without transformations. This approach enhances information assets and enables agile infrastructures,” concludes Valerio Santarelli, CTO of OBDA Systems, a company of the Almawave Group.
